Is the lotto an ‘essential service’?

At a time where services are down to the bare minimum, some lottery goers are suggesting that lottery shouldn’t be functioning as of right now due to the idea that it doesn’t provide an essential service.

On the one hand, we can see the rationale behind this argument: Encouraging individuals to spend what little money they have in this time of economic uncertainty on something they may never win.

On the other hand, the lottery could provide a funding platform for those suffering and vulnerable to COVID-19. It is also available online, posing no immediate threat to those who play it.
